I am
forwarding an email sent to me from Lyle concerning the recent amendments to the
USA bylaws which are to be voted on at the GBM in conjunction with the GSD
Nationals next week, this is an effort on my part to keep you informed.
Northeastern Regional Director
The
Proposed Amendment Related to USA Membership and Membership in
Competing German Shepherd Dog Organizations
Recently there has been a lot of discussion
amongst our membership and on the chat lists
regarding some of the proposed by-law
changes. We have anxious members worried
about the future of our organization and the
German shepherd dog breed. The issue is
complicated because it involves numerous
factors related to the international scene
that most are unaware of. Many who criticize
this proposed amendment do so because they
focus on the perception that an alternative
path for monetary gain and glory would be
closed to them. They harp on this, intent on
raising opposition and discord, all the
while abandoning their loyalty to
the betterment of the German shepherd dog
and the organization that has truly effected
the breed's betterment over the past thirty
three years in the US and internationally.
Moreover and unfortunately, many of our
members are being misled and misguided by
those that have a clear conflict of
interest.
The United Schutzhund Clubs of
America continues to be a full member of the
WUSV. The AWDF also received a letter last
year, from the FCI, granting continued
participation as a guest in their FCI
Working Championships. While we are not
members of the FCI, neither is the AKC or
any of its breed clubs. Our events continue
to be internationally recognized. Just
recently, the SV awarded eleven of our
senior judges with SV foreign judge
licenses. This is an epochal accomplishment
and evinces the respect our organization has
attained internationally. We also have four
of our USA Judges that are FCI recognized.
This is another strong indication of the
international acceptance of the United
Schutzhund Clubs of America.
History has shown that the GSDCA has, on
more than one occasion, attempted to hinder
with the United Schutzhund Clubs of
America's international recognition within
the WUSV. Those attempts were unsuccessful.
History also shows that without the United
Schutzhund Clubs of America, the development
of the German shepherd dog in the United
States as a working dog with adherence to
the FCI standard would be very minimal, if
even existent.
On several occasions, I initiated
discussions with the leadership of the WDA
and the GSDCA in attempting to establish
clear communication and cooperation amongst
our organizations. I envisioned our
organizations working together and sharing
ideas for the betterment of the breed. This
past May, the President of the WDA and I
agreed to work on a plan for a merger of our
organizations. It was agreed, that since the
United Schutzhund Clubs of America held a
seat as a full member of the WUSV and the
WDA did not, that I would work on the
development of proposed by-law changes
to merge both organizations. I was excited
about the future of the German shepherd dog
in this country and was preparing the
necessary by-law changes to make this happen
at our General Board Meeting this November.
Just a few weeks later, the WDA signed a
contract with the GSDCA. Unbeknownst to me,
the President of the WDA also purportedly
had a meeting with the AKC to promote WDA
self interests while I was working on the
necessary changes to effect a merger between
our organizations. This is not the first
time in the history of our
organizational relationship that we have
been misguided by WDA leadership. Although
I was cautioned by several members,
I maintained a cautious optimism that the
current group was different. Certainly
it would have been in all of our best
interests to work together as separate
organizations aligning with a common goal:
"To protect and preserve the working
German shepherd dog represented by the FCI
standard". While the optimism I once
maintained about this possibility has all
but dissipated; I still hold to the hope
that the GSDCA and WDA will work
honestly with the United Schutzhund Clubs of
America for the betterment of the German
shepherd dog through adherence to the FCI
standards for structure, health and
temperament.
The United Schutzhund Clubs of
America should not change our stance on
this position because the GSDCA has now
decided to suddenly develop a
stronger relationship with the WDA. Those
organizations are placing their hopes that
such an alliance will lead them to host a
successful 2013 WUSV Championship.
However,there has been no abandonment of the
GSDCA's love affair with "their American
Shepherd". Obviously, just look at the
picture on the front page of their website.
It is time that our membership faces the
issue of the huge conflict of interest that
exists from belonging to both
organizations. Belonging to an
organization(GSDCA-WDA), whose idea of the
German shepherd dog is so totally out of
line with the FCI standard, hinders our
ability to protect the WORKING heritage and
FCI standard of the German shepherd dog in
the United States. Please go beyond the
rhetoric and determine the true motivations
of those that voice self-centered
indignation of the proposed by-law amendment
by saying, "Organizations be damned, I just
want to show my dog!!!!" Please also read
between the lines and question the accuracy
and truthfulness of those who are trying to
rally your support by saying "Don't let them
tell you what to do! Show them you will not
be told what to do!" As was pointed out to
me by one of our members, in order to
represent the WDA as a member of the WUSV
team, membership in the GSDCA is a
requirement. I ask you who is
telling whom what to do? All we are
doing is
asking you to make a choice, the
right choice.

this letter. I hope it provides further
information to justify the amendment and to
rally your support in favor of it.

I have
attached the GBM Agenda and the Bylaws-Amendments as they will appear when
presented at the GBM at Nationals. Please take the time to read and discuss with
your club and make every effort to send a representative to cast your vote. I
have received a lot of emails and phone calls by members expressing there
opinions on some of the agenda items, but these items being voted on are based
on the votes of not only the Executive Board but the member club as well, in
other words you can have your concerns herd by voting. If I may be of any
assistance in understanding any of these items please contact me privately.

I have
attached the bylaw amendment as they read right know, this is not the final
wording but due to all the rumors that are out there I thought it would be best
to send out what I currently do have. Once I get the final wording I will pass
that on, the amendments that are causing the unrest among the membership are on
the first page. Even though the wording will change the intent will remain the
same and with the dead line for delegate letters upon us I thought it would be
best to pass on what information is known. Please keep in mind that the club
delegate which you send to the GBM in conjuction with the USA Nationals will be
voting on these and other issues. If you have not submitted your delegate
letters they are DUE TOMORROW Oct,5, as always should you have any questions

I have attached the delegate letters for
the GBM to be held at the Nationals, please make sure you fill them
out and send a delegate from your club to the meeting. I will send
out the agenda items as soon as they are made available from the USA
secretary. I strongly urge you all to read the motions that will be
on the floor for your delegate to vote on there are some items
which could affect you directly and this is your chance to have a
say in the direction of this organization.
I would also like to take this
opportunity to remind you that every club is expected to hold a
trial this year by 12/31 and failure to do so could result in
removal from full member club status, there are a few exceptions if
you have any questions please don't hesitate to contact me.

Mark
Przybylski — USA Director of Judges
It is with great sadness that I share the news that our
friend and USA Director of Judges, Mr. Mark Przybylski passed away on the
morning of September 5, 2009 after suffering a heart attack.
Mark was a
member of USA for more than thirty years and served as our USA Director of
Judges since November of 1996. I know that many of you are shocked and
saddened by his unexpected passing.

herd by know Mark Przybylski our Director of Judges past away in the
early hours of Saturday morning, This is a great loose to our
organization to our and to the dog sport world. The
Northeastern Region will be sending a flower arrangement to his
services, I ask that you all keep his family in you thoughts and
prayers. Services for Mark Przybylski will be held at Meierhoffer
Funeral Home in St. Joe, MO on September 8 from 6 to 8 pm.

As our Regional Championship
draws closer I'd like to remind you to make sure you contact the host
club for your judges dinner tickets and be mindful of the entry dead
line (August 31). Also we will be having our regional meeting on
Saturday evening at the Johann Platts club house same location as the
judges dinner and draw, this is an election year so please make sure to
send a club delegate to vote for your regional officers. At this time
myself and all of the officers intend to seek reelection and I've been
informed that there will be some people running against some of the
officers so please attend and cast your vote. I will go over some rule
changes concerning the use of judges for trials, the new score books and
the regional website. Also the delegate letters for the National Board
Meeting in conjunction with the USA Nationals is available on the USA
website if you would like to down load it please note that all delegate
letters have to be submitted to Sara Wallick 30 days prior to the
November 5 meeting date. Make sure you all set time aside to come out
and support your regional championship and attend all the events
scheduled for the weekend.
Also the Regional Conformation Show is being
hosted by Schaferhund SchH Club on October 3 & 4 for further details

Please check your contact information in the upcoming issue of the
USA magazine as well as on the USA website to make sure the
information is correct. The contact information you use as a club
contact must be the same information as on your USA membership. Our
system currently does not have the capability to use more than one
address, phone, etc. for a USA member. What is on your personal
membership is what must be used for club contact information. If
you have any questions please contact me at the USA office Tuesday
through Friday by phone between 10am & 4pm central standard time or

The General Education Committee (GEC) would like to recognize your hard
work. In order to express their appreciation they developed this awards
program to spotlight clubs with notable camaraderie, accomplishments and
contributions within their region and communities. Clubs may nominate
themselves for the awards or be nominated by another club or by any
Regional officer of the USA from their respective region. However,
completed worksheets must be submitted to the project leader no later
than September 15, 2009 so don't delay.

I wanted to let you all know that the
Northeastern Regional Championship date and venue as well as the
helpers is set, the date is September 11-13 it will be held in the
Baltimore / Frederick Maryland area full details on the event will
be available soon. The helpers are SchH 1 - Barry Kittoe, SchH 2 -
Armin Winkler, SchH 3 (front) Mike Burke (back) Tim Karchnak. I
would like to thank these helpers for coming forward and putting
there talent to use for our dogs.

Some of the breeders from our Northeast
Region were involved in the 2009 USA Sieger Show, held in Chicago, IL
recently. I wanted to give huge congratulations out to Megan Judge
whose Haus Juris dogs and puppies did so well at this big event!
Megan's VA Liedo v Kuckucksland Schh3,KKl-1 was SIEGER and VA1 at this
event - WAY TO GO MEGAN and of course her Haus Juris team. I also want
to congratulate Megan and other breeders in this region whose dogs did
very well in their respective classes at the Sieger Show this year.

Hi everyone. Sorry it has been so long
since I sent out a regional update, but better late than never, so here
goes.
1) Upcoming Regional events:
The regional helper seminar
will be hosted by East Coast Police and SchH club on June 13 - 14,
2009. Flyers will be out for this event in the next couple of weeks.
Johann Platt SchH Club is
working hard on the Regional Championship. Dates are not confirmed yet,
but tentatively scheduled for Sept 11-13, 2009 in Maryland.
The Regional Conformation
show is being organized by East Coast Police and SchH Club and they are
looking at September dates.
2) There is funding
available for a regional training seminar from USA. If anyone has any
ideas on how we can use that money to support an event that will provide
a good training opportunity for the members of our region and a great
weekend of friendship in the sport, please contact me with your ideas.
3) The regional mailing list
needs to be updated. I used the current version of the regional mailing
list to send this update. Please forward to other members of the
region. If you get this message forwarded to you and want to be
included on the mailing list in the future, please send me an e-mail
with "Add Me to Mailing List" in the subject line. If you would like to
be removed, please send me a e-mail with "Remove Me from Mailing List"
in the subject line. The regional mailing list is to be used for
regional business, notices, etc. It should not be used as a chat list
or personal advertisements.
4) The regional web site is
still a great place to go and see what is going on in the region. Often
seminars and other related events are listed there that are not listed
on the USA web site. Please visit it often. There is currently a links
page where you can find links to Northeastern Region Club websites, the
other Regions websites, as well as links to breeders who have asked that
their link be added.
There is a proposal from
Molly Graf, our regional breed warden, that an advertisement section of
sorts be added that includes an area for listing litters, breeders,
etc. Molly has given this item a lot of thought and has some ideas
about restrictions and qualifications for what gets listed. She has
offered to manage the process of researching each ad prior to submitting
it to me for approval. This proposal will be discussed at the regional
meeting held in conjunction with the regional championship in September,
so that the club representatives can have a say in what they want on
their regional web site. I will ask Molly to provide her proposal in
writing and I will send prior to the meeting so club representatives may
have time to discuss with their club members.
5) Speaking of our regional
meeting, I will be sending out an agenda in the July timeframe for items
to be discussed at the meeting. If you would like to have something
included on this agenda, please let me know.
6) There are several
positions coming up for election this year on USA committees. Please
see below, and if you are interested in serving our organization please
contact the Nominating Committee Chair.

7) I would like to welcome
two newly affiliated clubs in our region. Mountaineer Schutzhund Club
in Elkins, WV, and Borderline Police & Schutzhund Club in Columbia, NJ.
Both of these clubs will be holding their affiliation trial in the next
couple of months, please keep an eye out for their flyers and support
them if you can.
8) Free Dog Schutzhund Club
is hosting the AWDF Championship in our region. It is being held May
22-24, 2009. The club is looking for some help at the event. Please

It was an
experience that will never be forgotten. We all trained hard for the Big
One and we all placed in the Top Ten, but the memory of the preparation
will always be the highlight. Thank You T. Floyd for your

Dear EB Members,
I would appreciate it if the regional directors would forward this
message to their clubs and encourage them to submit their delegate forms
ASAP. Everybody is concentrating on the WUSV Championship right now, and
I am concerned that some of the clubs are not remembering to submit
their delegate forms. Attached are the GBM notice letter and delegate
form.
Many clubs have unfortunately submitted delegate forms that do not
fulfill the requirements. In order for a club to have a
delegate/alternates seated at the GBM:
- The delegate/alternates and signing officers must
be current on USA dues.
- The club must be current on USA dues.
- The delegate/alternates and signing officers must
be shown on the club membership list on file with the USA Office.

** Discussion regarding difficulty of getting stadiums; Carlos R.
asked if the $100 Regional fee was necessary for securing a stadium if
the regional event is not held in a stadium. Pedro J. emphasized that
the money is accounted for and the RD must approve the venue for the
championships. Costs are rising for all aspects of holding a major
event and is a burden on smaller, less financially able clubs. But we
need to keep as many clubs; people young and old, involved with our dog
sport.
K) EAF’s
= Pedro is trying to get them issued asap – but he needs all the info
before he can submit to USA. Also, try
to secure
your judges as early as possible. Ravi mentioned judge’s availability
makes it difficult to obtain a judge.

Regional Training Weekend – T. and Jim H. (Reg. Training
Director) commented on the value of a training weekend.

GPSC successfully hosted one with T, Jim, Shelly, Carlos, Chris C. and
others instructing to
anyone who
wished to come out and train – experience level not a factor! Just
come train! Any club/person wishing

Hello Everyone,
I would like to thank
all of you who came out to support the Regional Helper Seminar,
especially those who brought out dogs for the helpers to work. We had 30
helpers of different levels attend and as always the GPSC did a great
job of hosting this event, I would also like to give a special thanks to
Jim Hill and Tracy Betenbaugh for giving there time back to the sport.

Delegate,
I am writing this letter to call your attention to Virginia
House Bill 1570 offered for consideration by the House by Mr.
Hull on Jan 18, 2008. The bill proposes to amend and reenact
§§
3.1-796.66
and
3.1-796.126:1
through
3.1-796.126:5
of the Code of Virginia, relating to companion animals..
I am a resident of the Commonwealth
of Virginia and a U.S. citizen and categorically do not support
this poorly thought out bill in its entirety!!!
This bill attempts to implement a policy that would have the
same effect as a mandatory spay/neuter policy without calling it
as such. The purported rationale behind this bill appears to be
to reduce the burden on animal shelters. It attempts to do this
by including "dealers" under the umbrella of
the current laws governing animal shelters and other releasing
agencies. The provisions and exemptions crafted in
this bill would criminalize large numbers of honest and ethical
individuals who are responsible owners of intact animals without
in anyway addressing the unethical individuals. It would also
impose a huge taxpayer burden to implement the provisions of
this bill.
This bill would have serious unintended consequences on
countless breeders who conform to ethical breeding practices
without in anyway addressing the problem. The only agenda that
this bill addresses is that of the anti-pet lobby.
I do not support my elected representatives to embark in
legislative actions that criminalizes me by default or require that
I bear the burden of proof of my ethicality so that those elements
of my society who pursue unethical behavior may be restrained.
I fully expect that you will carefully reconsider the
patently one-sided arguments that resulted in the promotion of
this bill and see fit to revoke this bill at the first
opportunity OR vote against its passage forwith.

Hello,
We are having a Police K9 and Schutzhund seminar here in Chesapeake, Va on
January 19th and 20th, 2008. Chesapeake is next to Virginia Beach and a
nice place to work dogs in January. Bernhard Flinks is coming from Germany
to give the seminar. Bernhard is a very accomplished trainer and a 27 year
active K9 Officer in Germany. He is actually the K9 trainer for his state
in Germany. He has also competed in the BSP many times. I have attached a
flyer for the seminar in case you or someone you know may be interested in
attending. He will also be doing a police seminar the following week, on
1/22 - 1/25,2008.

Randy Kromer
Northeast Regional Director, Randy Kromer,
passed away Monday evening, July 23. He's been active in the Schutzhund
world for many years and was a member of the Lehigh Valley Schutzhund Club.
He died of lymphoma at the age of 47. Memorial services are planned for
Friday in Northampton, Pennsylvania.

The USA Team finished FIRST place in the
2006 WUSV Championship!

My
congratulations to the USA WUSV team members on their 2006 WUSV Championship
first place team performance! Merlin v.d. Conneforde and Wallace Payne
finished third with 282 points, Ace von Bleekhof and Karoly Mezaros finished
eighth and Karlo von Floydhaus and T. Floyd finished twentieth out of 108
dog/handler teams that showed. It was a pleasure to be in Denmark to support
our USA Team and witness the team attitude that was displayed by all
members. T. Floyd, Martin Vollrath, Gus Elfar, Wallace Payne, Caroly Mezaros,
Jim Lempner and Team Captains Dean Calderon and Phil Hoelcher – the world
salutes your accomplishments as a team both on and off the field.
I wish to thank our USA Team Members: Karlo and
T. Floyd, Booker and Martin Vollrath, Turk and Gus Elfar and Team Captain
Dean Calderon for representing the United Schutzhund Clubs of America for
the German Shepherd Dog. Karlo and T. Floyd produced a 93 point obedience
performance on Sunday that narrowly pushed our USA Team past the hosting
Denmark team. A special thanks to Dean Calderon for serving as our USA Team
Captain and providing all of the extra work that helps the team members to
have the time to focus on their dogs.
I would also like to mention the excellent
organization of the championship by the Danish Club and the outstanding
sportsmanship that was displayed by the Danish team members.

with notes from the WUSV Meeting in the October Newsletter.

2006 Northeastern Regional Championship

Everyone,
I want to start by thanking you for your
patience, it took me longer to get everything set-up and the images up on
Shutterfly's server than I initially anticipated, but now it's all ready.
Next, I want to thank Chris Carr for inviting me to shoot the event, I
really enjoyed my self and I learned a lot about the sport and training from
all the people there who were incredibly helpful in explaining what I was
seeing. I probably wouldn't have shot as much as I did without your help.

have missed, as well as anything that I may have done well. It was a
learning experience for me and if I get the chance to photograph one of your

an image that you feel is too dark or too light that you think you would
like to get a print of, please contact me with the photo information
(schutzhund_nrc_1611.jpg for instance) and I will fix it and replace it in
the gallery for you, since there were several thousand photos and changing
weather conditions that weekend I may have missed a few.
Finally, if there are photographs you would like for web use or to print

I need to inform all of you that the Regional Helper
Seminar originally scheduled for May 28, 29 is going to have to be
postponed until a later date. East Coast S.C. will still be host club
for this event. Since we will not be able to have the regional helper
seminar prior to the scheduled Regional Championships we will be picking
helpers for the championship at that event. I will be assigning a
competent team to pick the helpers. Please spread the word. We will
make an exception for this year because of scheduling issues.

Please be aware and advise
all clubs.
When a
club in the region is hosting a trial, it is permissible to notify all
full member clubs of the event by electronic email. The 21 day prior
rule applies just as it did when hard copies were mailed.
However, I
am getting a lot of clubs emailing me to forward their trial
notification via a download to the regional email list that I have
compiled. This is ok, but please be aware that this IS NOT official
notification. Each club needs to have a compiled email list of all full
member club and send the notification separate from the regional email
list. If a club does not have an email contact, then a hard copy must
be sent.
Remember
also, I made a ruling last year at the regional meeting that any event
in this region other than a trial must be made notified to all full
member clubs by hard copy along with electronic if you wish, but the
hard copy is required. ie: regional championships, regional seminars,
regional conformation championships.
We also
agreed as a region that we would assess each full member club $100 per
year to help pay the costs of the regional championship. We will be
billing each club soon.

Please bring
this deadline to the attention of clubs in your region and your Regional
Director.

The regional
seminar was held this past weekend in Spring City, Pa. Home field for
the Greater Philly club.
Thank you to T.Floyd, Chris Carr, Jim Hill, Carlos
Rojas, Shelly Leibowitz, and the many others for your time and efforts
in making this such a successful weekend. January outdoor seminar in
Pa. ? When I was approached with the dates I figured you guys have to
be crazy risking weather conditions. We could have easily been under 2
feet of snow. Well, we just about had Spring in January. The weather
cooperated just fine.
There were no less than 75 persons attending on
Saturday and just a few less on Sunday.
Everything from beginners to top competitors got on
the field. I'm hoping to continue this venue within this region in
future times. We are all open for ideas from any region member on
future events such as this.

2008 WUSV World Championship
The United Schutzhund
Clubs of America is the host organization for the 2008 WUSV World
Championship. It takes a substantial amount of work from our World
Championship Committee and our members to get this event organized,
scheduled and sites secured and confirmed, we must start NOW!
Our World
Championship Committee needs start up money to secure the proper venue.
At
your General Board Meeting in San Jose it was overwhelming decided by
your General Board Delegates that we should do all that we can to avoid
a special assessment or dues increase by asking our membership to step
up and donate what they can toward the World Championship Fund. As a
show of support the General Board raised nearly $ 3000.00 at its・meeting
on Thursday. Any amount will help, if we all gave $ 25.00 less than the
cost of a tank of gas we will raise enough to make this a World Class
Event.
Please get the ball rolling and donate
today! Ask your friends and get your clubs to help.

read the forwarded email from the SV Office. Bogdan Sergo has had his
Judges Liscence suspended by the SV. I would advise all RD's to contact
any clubs in your region that have a trial scheduled with this person
and inform them of this situation. We have contacted the FCI to see
if this individual holds any other approved judges liscence. To date, we
have not received any documentation that would support any notion of
this individual holding any internationally recognized judges liscence.

An email acknowledgement of receipt has been sent to each club from which I
have received a delegate letter for the General Board meeting. If your club
sent a delegate letter and has not received an acknowledgement, the delegate
letter did not arrive. If that is the case, please resend it as soon as you
possibly can.
We are critically short of delegates for the General Board meeting.
Attending a meeting is not very high on the list of fun activities for most
of us, but it is very important to have a quorum for this meeting. Without a
quorum we cannot conduct any business, including approval of the host clubs
for our 2006 national events. Please make every effort you possibly can to
send a delegate to the meeting.
San Jose German Shepherd Dog Club and South County Schutzhund Club have
worked very hard to make the 2005 USA-GSD National Championship a first-rate
event. I hope many of you will be able to attend and will have a great time
there.

Hello Region,
WE CURRENTLY HAVE A VERY STRONG REGION.
Well we had a very successful regional championship this past weekend. Big
thanks to the Greater Washington D.C. Schutzhund Group for hosting this
event. Big thanks to the Judges Mike Hamilton and Bill Szentmiklosi, the
helpers and the tracklayers. Mike Peterson for all of your hard work. Other
than a few hangups mostly everything went smooth. None of us expected what
was encountered at the host hotel though on Friday. That was an unfortunate
thing. According to the hotel, if you were booked there they are not
charging anybody who did not return. I emailed everyone results from the
trial. Congratulations goes out to the 2005 Northeastern Regional Champion
John Soares and Cara with 288 points. Followed by T. Floyd with Karlo, 286
points and H.O.T. winner. SchH. II winner Oscar Rojas with Enzo 275 points
and SchH I winner Cliff Benjamin with Arco 268 points. Andreas Aportela
winner H.O.T. female. Barb White winner of RD sportsmanship award.
The annual regional meeting was held on Saturday night at the Comfort Inn.
Here is a brief of what transpired:
Call to order 1848 hrs. (6:48 PM)
Roll Call: We have 28 full member clubs in the region. TOP Dog SchH. club is
dropping to affiliated status. Next weekend Metro Richmond should become a
full member club. That will take us back up to 28 clubs. O.G. Vomerstein
earlier this year requested to move back to the Southeastern region which
was granted.
We had 20 of the 27 clubs represented at the meeting. This was excellent and
the best turnout percentage wise I can ever remember. There had to be over
60 people in attendance on Saturday night. This is great, it shows the
interest our region has in important matters which we face.

Congratulations went out to Shelly Leibowitz with Zion and Jim Hill with
Charlie who just returned form the FCI championship in Holland.
A few things that were discussed and voted on were:
I made an announcement to all clubs to make sure that they secure an EAF
before booking any foreign judges. After the EAF is issued then fill out the
foreign judge request and sent to Stephanie.
I announced about the Royal Canin sponsorship awarded to the USA and how
funds were being distributed.
Voted on and passed: The region will asses each full member club of this
region a $100 dues that will help defer the cost of the regional
championship. Royal Canin has also budgeted $200 for each region
championship and conformation show. If USA can be convinced in the future to
provide more funding for the regional championships, this $100 fee may be
reduced or eliminated. No EAF's will be distributed to clubs who do not pay
the dues. Note: You must also still pay the $50 regional dues to USA when
you pay your club dues to USA each year.
Voted on and passed: The window of dates for the regional championship has
been moved to between April and October. ( I might need correction on that)
Placed into effect by Regional Director: Clubs hosting the Regional
Conformation championship and the Regional Championship MUST sent a hard
copy of event information to each full member club. Electronic notification
for these events is not enough.
T. Floyd brought up discussion about persons entering the regional
championship who live geographically outside our region. T. asked that it be
required that to be our regional champion, you must live within the
boundaries of the region. This idea got lost in all the other discussions
and was not ever brought to a motion and voted on. I would like to see this
become a motion and have a vote. (T. if you would like to write it how you
would like to see it, we will then discuss it via email and hopefully get a
vote.)
The following clubs will host our regions major events next year:
Regional Conformation Show: Schutzhund club of Fairfax
Regional Helper Seminar: East Coast S.C.
Regional Championship: US-1 (co-hosts Philadelphia and Fair Hill)

learning experience and I have enjoyed serving this region. I will do my
best to again serve and keep the best region in the USA moving on a forward

assistance with regional paperwork, filing, phone calls, you name it.

First of all let me thank

Club when we moved from the Southeast to the Northeast Region. We enjoyed
your helper seminar in 04 of which I consider one of the very best,
featuring "T" and Chris. Furthermore, we enjoyed the Regional Championship
by participating. Overall, we have nothing but good things to say regarding
the Northeast Region and the Director Randy Kromer, whom I consider to be
one of the better Directors in U.S.A.
By the middle of Summer 03,
I was contacted regarding moving back to the Southeast Region and again run
for Regional Director. After a lengthy study on my part I decided to return
to the Southeast Region.
In closing, I would like to
thank the Northeast Region and Randy Kromer. We wish all of you the very

National Championship to be held in conjunction with the annual H.O.T.

championship will be for two age groups, 12 years and under and 13 through

Hello All,
Well the third annual Northeastern Region Helper Seminar is completed.
I'd like to thank everyone who participated and all of those who helped
to make this another success by this region. Special thanks to Chris
Carr and Jim Hill for their excellent instruction along with those who
assisted them. Another thanks to the Fair Hill club for taking care of
the food. We also lucked out with the weather and an excellent facility
in which to train at. Plenty of shade, parking and a nice field. Thanks
US-1 for that.
We had 20 participating helpers for evaluation and 7 for regional
championship helper tryout.

Congratulations to these guys and the guys who were not picked for
stepping up to this task. Good Luck.
Last year at the helper seminar I started a regional spring meeting. I
thought it would be a good time to make some communications with
regional members, so I continued again this year. This meeting is a non
voting meeting. We will do all of our regional voting in the fall unless
we find it necessary to vote in the spring. If this should occur, we
will notify each club so that they can have representation.
Here were a few items covered at this meeting. We had 11 full member
clubs represented. Approx. 1/3 of the region.
Please note that the Hunde Arbeits Verein Schutzhund Club will no longer
carry that name. They made a name change and will now be: Lehigh Valley
Schutzhund & Police Association.
First a big round of applause went to all of those who did so well at
the recent North American Championship. T. Floyd champion and Carlos FH
Champion. Check the Northeastern Region web site for all the other

Email List: I asked for anyone who wanted to go on the list. 6 new
members. I also removed 11 addresses that kept getting bounced back. If
you know someone who is not getting the emails please let me know.
Electronic Notification for events: I recently sent this out over the
list. Email can now be used to notify full member clubs of a sanctioned
event. The 21 day rule still applies.
Scheduling of Judges: DO NOT schedule with a judge or pay for his/her
flight until you have the dates approved and an EAF. This is happening
too often and you need to be approved for the dates before you do
anything else.
Club Helper Seminars and Evaluations: Because some helpers cannot make
the annual helper seminar and evaluations, clubs are able to host
seminars and evaluations. However this is at their expense. The money
allocated by USA is for a regional event. Take note: A helper seminar
and evaluation can be held in conjunction with a trial. However, a
seminar and evaluation IS NOT considered an annual event. Your club
still would have to host a sanctioned trial to maintain full member
status.
Trial Jackets: Helper Jacket must now be worn by helpers during a trial.
Tattoos & Chips: Right now GSD's are required to have a tattoo or
microchip for championships. Beginning Jan. 2006, ALL dogs entering USA
events must have the same.
If the dog is chipped, the owner / handler must provide an adequate
reading tool to identify the chip.
Regional Youth Program: I've been considering this for some time now and
decided to approach T. Floyd to see if he would be interested in being
our regional youth program director. T. accepted. Thank you T. for this
and you all need to thank him for taking this on. However, just because
he is the program director, this does not mean the others cannot kick
in. We need this program to move forward. Any and All help, suggestions
or interested persons who wish to help are welcome. Just contact T. or
myself.
I have a request from this list. I would like to determine that each
club in the region has a representative on this email list. If someone
from each club could return an email to me and let me know that their
particular club has representation I can then record this knowing that
each club has a chance to get these emails. I do know a few for sure.
Also I need a member from the Greater Washington D.C. Schutzhund Group
to contact me by phone ASAP.

As Regional Director
I would like to see out region have another resident judge or even
more. We currently have one judge and one apprentice applicant. Not to
forget Floyd Wilson, Judge Emeritus. If you or you know anybody who
meets the criteria for judgeship please encourage these persons to give
it some thought. Myself and I'm sure Floyd and Nikki would gladly help
anyone understand the importance of this type of position. |

Subject: E-Ballot #18-05 (Amend Event
Notification Guidelines)
Motion: By Randall Hoadley, seconded by Sara Wallick, to amend the
notification guidelines for USA-sanctioned events to include written
event notice consisting of any form of U.S. mail, electronic mail,
and/or digital communication. Notification is to be provided to all
clubs in the respective region at least three weeks in advance of the
event. Event notices must contain the specific date, location, and time
of the event; the judge for the event; and a contact for information.
Any changes must be provided to all clubs in the region by the same
means as the original notice. Electronic mail and/or digital
communication must contain a copy of the notice, the date the notice was
sent, and the identities (e.g., email addresses) of all recipient clubs.
If a club is found to have hosted an improperly publicized
USA-sanctioned event, it shall be reduced to affiliated status for one
year; and shall be required to meet all the requirements once again to
become a full member club.
Background: When the previous motion was made in 1987 regarding the
requirement for publicizing events, the concept of digital communication
had not been established. It is time to update the forms of
communication to include e-mail and digital now that we are a digital
communication society, as all other USA business is handled in this
manner. This motion also modifies the consequences of an improperly
publicized event, as the previously stipulated consequences were
excessively severe and potentially harmful to entrants who were not
responsible for the error.
Vote: Yes-21. Motion carried unanimously.

I would like to inform everybody on this list that the USA has a new
vice-president in Nathaniel Roque. Nathaniel will bring a lot of energy
and leadership to the front line of USA.

The new
Helper Books were mailed from the USA Office yesterday. All
current members with a Helper Book will be receiving a new one. If
they don't receive it by early next week please have them contact the
USA office for a replacement. All old books should be retained by
the Helper until it is presented with the new book to a Teaching Helper
to have the information entered into the new book and the old book
marked void.

Trial season in full swing.
For those of you who have not already heard. USA
President Jim Elder has had to resign his position due to health
reasons. Lyle Roetemeyer has assumed the reigns as USA President in
accordance to the USA bylaws.
The process of placing a new vice-president to office
will now fall on the executive board vote. At this time nominations are
going to be made by the executive board. I am asking our region to
forward any names of persons interested in the USA vice-president
position to me via email. Or anybody who wishes to nominate an
individual may do so. Any nominated persons need to also have a second
nomination and make notification of acceptance. The EB will then vote
on the candidates.
I am going to be out of town beginning tonight
(Thursday) until next Tuesday evening. I have asked the EB to delay the
closing date for nominations until later next week so that our region
has an opportunity to have any possible candidates forwarded by myself.
I am also going to ask my assistant Joe Gribbons to monitor this matter
so that we do not miss any opportunity.

Just in case you
have not been keeping up with the activities at the North American
Championship in North Carolina this past weekend - - - - here are the
hi-lights!!!
1) T. Floyd and Ygor scored 98-96-97 to take High in Trial (someone also
said that this score puts them on the world team, but I am not sure how that
works anymore)
2) Carlos Rojas and Ikke scored 100 on the FH to take the Championship
(Debbie also scored 100 - Carlos got the title because his dog was
younger??? - I do not have the details - but both of them need to be
congratulated for great
scores) - - How many times has this dog been the FH Champion - 3 or 4????
3) Jim Hill and Charlie scored 99-91-97 to take second place
4) The Northeastern Region won the trophy for highest scoring region in a
landslide. In the top ten were (doing this from memory - - - if I forget
someone due to lack of sleep PLEASE forgive me!!!!) Ernest Chambers/Miro

(4th), Joe Moldovan/Argo 279, Beata Jinkin/Rodan 279 (Rodan took the helper
down and dislocated his sholder in the long bite), Chico Stanford/Iwan 273.
5) Our region was well represented by those mentioned above, and by Pedro
Jimenez/Alex, Terri Spahn/Ajax, Molly Graf/Eagle, Chris Carr/Frankie.
Anyway - I was so proud of T and Jim and Carlos and all the other
competitors from our region. It was a fun weekend of good dog sport.

Canine Legislation
NEW
JERSEY – Asm. Gusciora’s A3578 has been
referred to the Assembly Committee on Law and Public Safety. The bill
requires any animal that has been trained, tormented, badgered, baited or
encouraged to attack people or domestic animals to be confiscated from its
owner or trainer. In addition, A3578 provides that any individual who has
had an animal removed for any of the above listed reasons would not be
permitted to own, harbor, adopt, or reside with an animal for a period of
two years without posting a $550,000 bond. Those found violating this act
would be subject to a fine of $2,000. |
Just to let
everyone know, there is a motion on the floor right now that would
require ALL dogs entering ANY USA event (beginning Jan. 06) to have an
identifiable tattoo or micro chip. If the dog has a micro chip the
owner of the dog is responsible to provide a tool to read said micro
chip.
There have been emails sent to myself and other RD's
in oposition of this rule being passed. To keep it short, its another
way that USA will find to send potential new members packing. Plus
another increased expense at that.
I've already voted against this particular motion the
way it is written. I fully understand the need to prevent fraud.
However, I really do not think it is a major problem in this country,
unless someone knows better.
This rule the way it is written at this time will
apply to ALL breeds.
